Dr. Russell A. Vacante
President
TRANSLOG International

Russell Vacante is the founder and President of Translog International. He is also the Director, Sector Leadership and a Strategic Planner for the Defense Acquisition University (DAU). Dr. Vacante now provides the DAU President with strategic guidance on the achievement of the University’s goals, objectives and organization. In this role he serves as liaison for out-reach partnerships and alliances with institutions of higher education, professional organizations and with the leadership at the Office of the Secretary of Defense (OSD). He previously served as DAU Director of Performance Based Logistics.

Prior to his assignment at the Defense Acquisition University, Dr. Vacante served as a professor at the Army Management Staff College. Dr. Vacante had leadership responsibilities pertaining to the design, implementation and teaching of acquisition-logistics subjects. He came to the College from the Engineering Directorate of the Communications-Electronic Command, Fort Monmouth, New Jersey, where he served as chairman of an interdisciplinary reliability, supportability, and maintainability task force. The function of this task force was to improve the RMS performance of Army communications-electronic equipment.

Dr. Vacante received his Ph.D. in Comparative Education, State University of New York at Buffalo. Dr. Vacante served as President of SOLE-The International Society of Logistics in 2004.

Roy E. Beauchamp
President

Beauchamp and Associates was established in October 2007. The company provides consulting and advisory services on logistics, technology introduction, construction business opportunity development and organizational and leader development..

Roy Beauchamp served as Senior Vice President for Domestic Operations in the Defense Business Unit of Washington Group International from October 2002 until September 2005. He managed the U.S. based business operations focused on demilitarizing U.S. chemical weapons stockpiles, Homeland Security, Defense Infrastructure and support to the Department of State and other government agencies. After hurricanes Katrina and Rita he deployed to Louisiana to serve as the Program Director of the Katrina Program Management Office to manage Washington Group International support for recovery operations in Louisiana, Mississippi and Texas. In his last assignment before leaving to start his own company he served as a Special Assistant to the Chief Operating Officer of Washington Group International working on Project Leader and Manager Development.

Prior to joining Washington Group International he served in the United States Army for thirty-seven years retiring as a Lieutenant General. He served in a wide variety of positions involving technology management, production management, industrial base management, project management, contract management and logistics management. These jobs included Commanding General, Defense Industrial Supply Center, Defense Logistics Agency, Deputy Chief of Staff for Research, Development and Acquisition, Army Materiel Command, Commanding General, Tank-automotive and Armaments Command, AMC and Director of Logistics and Security Assistance, U.S. Central Command. His last assignment prior to his retirement was Deputy Commanding General of the Army Materiel Command, a $22 billion, 44,000 employee organization supporting the United States Army, worldwide.

Mr. Beauchamp’s career began in 1965 with the United States Army. Over the course of his thirty-seven year career with the Army he served in command and staff positions at every level including multiple tours of duty at Headquarters, Department of the Army, joint assignments supporting and working with other services as well as several overseas tours in Europe, Asia and the Middle East. His responsibilities have included every aspect of logistics management at the national level including planning, contracting, project management, supply and inventory management, maintenance management, business systems modernization, technology management and security assistance management to allied nations. He commanded tactical logistics units in Europe, the United States, Vietnam and the first Gulf War as well as Industrial Installations producing the M-1 Abrams Tank.

In September 2005 Mr. Beauchamp was designated the Program Director for the Katrina Program Management Office with responsibilities for coordinating Washington Group International’s support for the recovery and rebuilding of the southeast region as a result of hurricanes Katrina and Rita. He relocated to Baton Rouge, Louisiana in September 2005. He returned to Arlington, Virginia in October 2006 and assumed duty as the Special Assistant to the Chief Operating Officer, Washington Group International.

He and his wife, Olivia, have been married for 43 years. They have one son and three grandchildren.


Dr. Christopher V. Feudo is the President & CEO of Secureant, an advanced telecommunication company providing among other capabilities, a low cost commercial solution to secure voice and data communication for use in wireless devices such as cell phones. VoIP cell phones, Blackberrys, and PDAs via software. Secureant specializes in protecting sensitive but unclassified data|voice conversations by encrypting the payload|message with 256 bit AES, as well as providing the means to shield the identity of the user from eavesdroppers for Type 2, Sensitive But Unclassified (SBU) information via Header Modulation.Chris is a recognized leader in Information Assurance and Advanced Information Technologies. Dr. Feudo has over 27 years of diversified experience and success in management, leadership, information systems and telecommunications engineering, and Information Assurance for Government and Commercial Systems. He was the Director of Security and Privacy Professional Services, Electronic Data Systems (EDS), providing end-to-end security capabilities. He is an adjunct professor at the George Washington University, teaching graduate computer security courses since 1993. He is also Chief Academic Officer at the University of Fairfax. Dr. Feudo was a Senior Manager of Business Development with Lockheed Martin Corporation for Information Assurance and C4I operations.

Dr. Feudo retired from the US Army in Aug 1995 where he served in Airborne, Ranger and Special Forces Units, culminating his career as a professor at the Defense Systems Management College at Fort Belvoir, Virginia. Chris is a published author, accomplished speaker and presenter. He has served on Presidential Advisory Committees, including the National Security Telecommunications Advisory Committee (NSTAC) and the National Infrastructure Advisory Council (NIAC), chairing a number of subcommittees – he has been the chairman of numerous committees to include the Internet Widespread Outage Committee within the President’s National Security Telecommunications Advisory Committee, and was awarded Vice President Gore’s Hammer Award.

Dr. Feudo is a 1972 graduate of the United States Military Academy, West Point, a 1985 Master of Science graduate of the Naval Postgraduate School, and in 1994 received his Doctorate of Science from the George Washington University.

Before joining Secureant, Dr. Feudo was honored to have been selected as one of four White House Presidential candidates for the position of Assistant Secretary of Cyber security & Telecommunications at the Department of Homeland Security.


John F. Phillips is the former Deputy Under Secretary of Defense (Logistics). He recently left Home Depot as Vice President of the Government Solutions Group, which he formed. The organization propelled Home Depot into the Federal business, growing to over $100 million in the first 12 months of operations. He is now President of Phillips Defense Consultants.His organization includes subject matter experts across the range of defense operations from IT, supply chain management, and acquisition to Network Centric Warfare.John served for more than 27 years in the United States Air Force, retiring with the rank of Major General. His last assignment was Commander, McClellan AFB, California. The military depot was responsible for aircraft, satellites, and microelectronic technology.

John earned the highest Department of Defense certifications (Level III) in Program Management, Acquisition Logistics, and Computer Systems Development. He is a fighter pilot with over 3,000 flying hours, 300 of those in combat. John holds a BS degree in biology and chemistry from Jarvis Christian College in Hawkins, Texas, and an MS degree in Logistics Management from the Air Force Institute of Technology.


Marion Spina is a business attorney with broad experience assisting clients with corporate, regulatory and transactional matters, typically involving international contracts and international business transactions and typically involving technology enterprises. Spina’s experience in this field spans 24 years, including six years working in Seoul, Korea in support of multi-national corporations doing business in Korea and frequent visits to China.Spina’s current practice is based in Washington DC, where he supports technology firms with their business arrangements and agreements. He also serves as outside general counsel to several small companies involved in technology, international business and government contracting. Spina’s practice also covers international trade and investment issues, particularly those involving Korea and China. Spina devotes a significant part of his time to assisting firms to protect their intellectual property rights in China.

Spina taught courses in International Law at Georgetown University Law Center as an adjunct professor. He served as a member of the Board of Directors of the Korean Economic Institute in Washington DC. He participates in numerous Korea-related academic conferences and served as speaker and panelist at various engagements such as the Center for Strategic & International Studies U.S.-Korea Task Force; Policy Alternatives at the Forum on Peaceful Unification on North and South Korea, Seoul; U.S.-Korea Business and Trade Issues, Johns Hopkins University; and International Broadband Initiatives at an American Bar Association/Federal Communications Bar Association Workshop. Spina speaks Chinese and Korean.


Leonard Vincent, RADM (Ret) is the Industry Chair at the Defense Acquisition University (DAU). He uses his Defense and Industry experience, expertise and perspective to advise the DAU management team, OSD, and the uniformed services on matters relative to contracting and program management issues.As a professor at DAU, he presents views to foster a more viable and effective defense acquisition management system. He serves on various DAU advisory councils and its academic review committee. Additionally, he provides independent consulting services to a variety of industry clients relative to procurement, contract management, logistics and supply chain management.

A former Vice President at CACI International and American Management Systems, Mr. Vincent was responsible for working with senior Department of Defense and Industry leaders to build long-term business relationships and to help identify solutions to acquisition, logistics, and financial management challenges. His strategic focus was an initiative to create an integrated digital environment that will extend the DoD automated procurement system into industry and into the DOD program management offices, in addition to implementation and training strategies for new products and service.

When he retired on August 1, 1999 at the rank of Rear Admiral, he was the Commandant, Defense Systems Management College (DSMC).Prior to leading DSMC, Mr. Vincent had served as the Logistics, Ordnance and Fleet Supply Officer for Commander-in-Chief Pacific Fleet, where he established policy and coordinated logistics requirements to support supply chain operations in the Pacific Fleet and Indian Ocean. Mr. Vincent was the Commander of the Defense Contracts Management Agency (DCMA), and also served as the senior acquisition executive responsible for procurement policy within the Defense Logistics Agency (DLA).

Mr. Vincent holds a Masters in Business Administration from George Washington University. He also is a Certified Navy Material and Acquisition Professional, and is DAWIA Level III certified in both Contracting and Logistics.He is President-elect of the National Contract Management Association and serves on its Board of Directors; Board of Directors, Navy League National Capital Council; Board of Directors, NDIA Washington DC Chapter; Board of Visitors, Defense Acquisition University; Board of Directors Procurement Round Table; member of AFCEA and AUSA.
